8.4  A ameaça mortal do plutónio e o aviso não escutado de Fukushima  

A potências nucleares, sobretudo as cinco maiores – Estados Unidos, Rússia, França, China e Grã-Bretanha – possuem, segundo estimativas aproximadas relativas a 2015, 240 toneladas de plutónio e 1.330 toneladas de urânio altamente enriquecido (HEU) para uso militar directo,suficientes para fabricar 80.000 armas nucleares.

Juntam-se a estes cerca de 2.400 toneladas de plutónio proveniente,  juntamente com 40 toneladas de HEU, dos reactores nucleares para a produção de electricidade, situados em 33 países. Este plutónio é suficiente para fabricar 300.000 armas nucleares (com base no cálculo de que são necessários 8 kg por ogiva nuclear) e aumenta quase 50 toneladas por ano. A parte mais facilmente utilizável para fins militares é constituída por plutónio não irradiado: 275 toneladas, equivalentes a cerca de 12% da quantidade total, suficiente para fabricar mais 34.000 armas nucleares. O plutónio não irradiado aumenta cerca de 2 toneladas por ano, suficiente para fabricar 250 novas ogivas nucleares.

Back to the two blocs, the question today is which one represents humankind and which one walks in tandem with our hearts and minds...
If we can take a board game as an analogy of the current geo-political setting, what will we see? We will find two players sitting on opposite sides of the board, "partners" only insofar as they are both playing the game. In front of them, there is a large board with squares and plastic counters but no dice, only two sets of situation cards in front of each player, one entitled ATTACK and the other, DEFENSE. Covering the squares is a map showing geo-political regions: Americas, divided into North, Central and South; Arctic, Antarctic, Europe and Scandinavia; Middle East; Africa, divided into North, Central and South; Oceania, Asia, divided into Central, South-East and Far East and at the top, one word: Russia. One player sits to the left of the Americas, facing eastwards, the other sits to the right of Asia, Far East, facing westwards.
The "Western" player uses black pieces, the "Eastern" one uses white. There are white counters covering Russia, Asia: Far East, Asia: Central, part of Asia: South-East, one or two in Africa, and several in Americas: South, one in Americas: Central.  The black pieces are massed around Russia at the top, in the middle and at the bottom, stacked in Europe and evenly placed around the other regions.
By observing the two players and analyzing their way of playing we can predict the way the game will develop. Let us take a look.
One of the players has not used the cards from the ATTACK pack, not even once. This is the player sitting in the East; his "partner" or opponent, has used three-quarters of his ATTACK pack and has a full pack of DEFENSE. Let us take a look through the cards the "Western" player has used and see the corresponding card played by his "partner", or opponent.
The cards are divided into three colors: Red for ACTION, yellow for PLAN and green for ADVANTAGE. The players take it in turns to lay their card face-up on the board and move their counters accordingly, large size for ATTACK, small for PLAN and medium for ADVANTAGE. The other player then picks up the corresponding color cards from the pack of choice (DEFENSE is the logical choice in answer to ATTACK) and can choose one of the several options displayed on the cards selected.
The current game has been played for almost exactly one hundred years and by several generations. It started when the player representing RUSSIA dared to create a political, economic and social system which went against the grain of that practised by his opponent, namely exploitation, imperialism and slavery, implementing a model which educated people, favored literacy and culture, provided free education, healthcare, housing, public utilities such as fuel and communications, public transportation, respect for the person, zero unemployment, zero homelessness and safety on the streets. Understanding that there is no profit where there is no exploitation, the "Western" player used the cards marked "sabotage" many times, spending trillions of dollars (represented by chips) on subversion, murder, terrorist attacks, sabotage and economic confrontation, often choosing the "Communications" card, spreading lies and mistruths about the other side, so the Public Opinion statistic would swing in his favor. This was represented by a figure on the back of each card with the title IMPACT, the figure changing every decade as societal moods swung. ATTACK was sexy in the 1930s, much less so in the 2010s.
A figure which created a shrug of the shoulders in the 1920s, for instance, was the one associated with the use of chemical weapons, something which Winston Churchill advocated with zero emotion, today having a major impact on public mood and acceptability.
Now let us take a look at the recent moves in the game, which more or less mirror those made during the previous decades. We may start with the end of the 1990s and examine the last two decades more closely. The Western player turned over an ATTACK card, which said: PLAN Find an ally of your opponent. They chose Serbia. PLAN: Start a process of subversion in the allied country. They armed and financed the Albanian KLA (Kosovo Liberation Army). ACTION: Initiate terrorist activity. ADVANTAGE: Launch a media campaign showing child victims, old ladies crying, dead bodies with a warning "This programme is going to show images of dead bodies" and use the buzz words "Human rights", "dictator", "compound", "killing his own people", "torture", "must be stopped", "has to go", using the surname of the leader without a title. Then get the message across "We have to intervene to save lives. We cannot just sit back and do nothing". "Anything is better than nothing"..
Other cards played and used in other theaters were, for instance, "Create a lie that the leader was producing Weapons of Mass Destruction which imposed an immediate threat to our country and allies"; "Blame the dictator for 9/11", "Use forged documents linking the dictator to yellowcake uranium supplies"; "Show a vial of milk powder at the UN building in New York", "Speak of magnificent foreign intelligence", "Sex up a dossier copied and pasted from the Net from a decade ago", "State that the leader is bombing his own people", "Get chemical weapons into the country, give them to the terrorists then blame the dictator". "Find a friendly nation nearby, for instance, Azerbaijan and ferry the weapons in from Baku Airport".
For a while things started looking rosy for the player representing the Western side. However, the cards are limited in number and in scope. What really makes things difficult for the IMPACT factor is a new phenomenon called the Social Media, a real revolution in democracy of information, or data democracy, and one which is impossible to control because for every action, there appear several reactions.
Today the game has reached the stage in which ACTION creates negative impact, PLAN is viewed with suspicion and ADVANTAGE, spreading lies in the media, is taken for what it is, Bullshit and everyone knows it.
The recent PLAN and ACTION moves blaming Russia for a chemical weapons attack in England and blaming Russian ally His Excellency President Bashar al-Assad of Syria for a chemical weapons attack have been received with howls of derision and ridicule in the social media, which immediately disproved golden rule number one, the motive.
After Iraq, the IMPACT factor for claims made by the Western side started to decline, more steeply after Libya, arriving at the point when their claims equaled zero points, then negative points, which is the case today. Without IMPACT, western policymakers have lost the public opinion advantage which outside a dictatorship, calls the shots. The Western player has a few more ATTACK cards left and so will continue to tell lies, create false flag events and blame the other side but with every move he makes, he digs his own grave deeper and the history of the game, when written, will be merciless.
Without a TRUMP card, because it has no place in this game in this day and age, the Western player has lost his way because his obtuseness, arrogance and decadence belong to the playing style of yesteryear.

Las autoridades bancarias de Turquía han retirado la reserva nacional de oro del Sistema de Reserva Federal de Estados Unidos. Según la agencia de noticias Trend, el Banco Central de Turquía tenía 220 toneladas de ese metal en la Reserva Federal de Estados Unidos.
Al mismo tiempo, otros dos bancos turcos, Ziraat y Vakifbank, también comenzaron a retirar sus reservas de oro de la Reserva estadounidense. Sus "activos de oro" están valuadas en 95 toneladas. A partir de marzo de 2018, las reservas de oro del Banco Central de Turquía ascendieron a 25.300 millones de dólares.
Analistas consideran que la decisión por parte de Turquía de retirar las reservas de este metal precioso de EE.UU. se debe al actual empeoramiento de las relaciones entre Ankara y Washington.

France’s Emmanuel Macron said he considers himself an equal to Russia’s Vladimir Putin and that the strike on Syria was meant to show he was “part of this,” journalists who interviewed the French leader have revealed.
President Macron gave a nearly three-hour-long interview on the results of his first year in office to RMC radio host Jean-Jacques Bourdin, and Edwy Plenel of Mediapart website on Sunday. After the program went off the air on BFMTV, the President shared a drink with the journalists and the liquor apparently loosened his tongue.

“I am an equal of Putin,” Macron was cited as saying by Bourdin, who told RMC radio that an informal conversation with the head of state provided an insight into the French role in the Syrian crisis and Marcon’s attitude towards Vladimir Putin.
“By the way, Putin understands me. And I decided to strike Syria in order to convey to Putin that we are also part of this,” the journalist cited Macron’s words. According to Bourdin, the French leader also called Saturday’s missile attack on Syrian civilian and military facilities, carried out by the US, UK and France, “a decision that will lead to peace in Syria.”

President Bashar Assad has surrendered his Legion of Honor award, France’s most prestigious decoration, given to him by Jacques Chirac in 2001, saying he will not wear honors bestowed by a “slave country” that bombs Syria.
The ministry of foreign affairs... has returned to the French republic... the decoration of the Grand Croix of the Légion d'honneur awarded to President Assad, the Syrian Presidency announced on Twitter, noting that the medal was returned to Paris through the Romanian Embassy representing French interests in the country.

Russian Foreign Minister Sergei Lavrov gave his thoughts on the recent alleged chemical weapons attack in Syria, the US strikes against this Arab country, the Skripal case, the upcoming Trump-Kim Jong-un talks and Russia-US ties in an interview Director General of Rossiya Segodnya International Information Agency Dmitry Kiselev.
MOSCOW (Sputnik) — Russian President Vladimir Putin and his US counterpart Donald Trump will never allow tensions between their nations to turn into an armed conflict, Foreign Minister Sergey Lavrov said.
"Speaking about the risk of a military confrontation, I feel absolutely confident to assume that the militaries will not allow this, and of course neither will President Putin or President Trump. They are leaders, after all, elected by their people and responsible for their peace," he said.
Russian Foreign Minister also noted during the interview that Russia had cautioned the US-led coalition that crossing certain "red lines" on the ground in Syria would prompt retaliation.
Russia’s General Staff chief Valery Gerasimov said ahead of US, UK and French missile strikes on Syria last week that Russian military would target the missiles and their launch sites if its personnel came under attack.
"This was said very clearly and unambiguously," Lavrov said. "Afterwards there were contacts at the level of military leaderships and generals, between our representatives and the US coalition command. They were notified of our ‘red lines,’ including geographical ‘red lines’ on the ground. And, as a result, these ‘red lines’ were not crossed."
Sergey Lavrov also said that Russian military will soon provide evidence that Syrian anti-missile systems intercepted missiles launched by the United States, the United Kingdom and France.
"Our General Staff has a very clear picture, we have been monitoring [the attacks] live, and statistics, which our military provided. We are ready to take responsibility for that. If someone argues that all 105 missiles reached their targets, then show your statistics. Our evidence, our claims, calculations are at least not groundless and will be soon provided by our military," Lavrov said.

Question: The world was deeply alarmed last week by the prospect of a direct military confrontation between the United States and Russia. How close do you believe we came to that?
Sergey Lavrov: Well, I don't think that was very close. I think it was a situation created by very reckless behavior of our Western colleagues who accused the Syrian Government and us as allies of the Syrian Government in applying chemical weapons against civilians without waiting for OPCW to inspect the place. Actually, at the moment when OPCW was physically ready to move from Lebanon to Syria, they executed these strikes. As the representatives of our military explained, the deconflicting channel has been engaged all the time.
Question:   So, to be clear about that, without using jargon, the US and ally forces gave you indications of how strikes would be carried out and you gave them some indication that you would not retaliate?
Sergey Lavrov: I prefer not to get into the nitty-gritty of these military communitory channels. There is a channel existing between the Russian and the United States military, both between the capitals and on the ground in Syria, and I believe the military discussed and continue to discuss this and other things very professionally. They understand each other and they understand, maybe better than anyone else, the danger of this kind of adventure.
Question: But Mr. Lavrov, this crisis is not over, is it?
Sergey Lavrov: It depends on those who invented the crisis.
Question: Well, it is quite clear from words used by your own diplomats. Your Ambassador to United States said there would be consequences for the strikes that we saw. Vladimir Putin called it an illegal act of aggression. So the world wants to know what Russia is going to do now.
Sergey Lavrov: That is a statement of fact. Certainly there would be consequences. We lose basically the last remnants of trust to our Western friends who prefer to operate on the basis of very weird logic. Proof is in the punishment – they've punished first – like they did in Salisbury – then they wait for Scotland Yard to finalize the investigation. They punished first in Douma in Syria and then they wait for the inspectors of OPCW to visit the place and to inspect. Proof by the punishment is what is being applied by the Troika of Western countries.
